Pretty misleading to go by numbers of ships rather than tonnage.

Actually, its worse than that. It hasn't been this small since before World War One...Fewer numbers of ships don't necessarily mean the Navy has less fighting capability. Each ship today probably has 10 times the firepower of WWI era ships.
