Tell that to Bill Clinton. He fired everybody.
Bill CLinton did not fire everybody. He fired all of the federal district attorneys (who were political appointees and NOT covered by civil service) and the White House travel people (who were covered by civil service which is why he had that trumped up embezzling charge made). Clinton had to keep a lot of people like JOHN BOLTON, who served all through his term in the State Department.
