The flaming destruction of a trial balloon is a traumatic event for all involved. When the burn treatment is complete they're transferred to the amnesia ward. :)

But seriously, trial balloons are a fact of life with our government. Maybe we should look at the higher ups in the Pentagon who issue the orders.
