It worked very well for hundreds of years. Volunteers from conquered or allied territories served in the auxiliaries for 25 years. They were granted citizenship upon retirement.
The problems didn't start until Germanic tribesmen BECAME the Roman army, and the Romans themselves stopped fighting.
