Yes, he didn't send those buddies of his to shake down the Shah because he wasn't interested in his cut IMO. It is very easy to trace all of today's problems right back to the mess that Carter made in the late '70's. I used to think he was just a moron, but it is more and more apparent that he gladly plays the role of foreign policy fool to cover up the fact that he's nothing more than a common crook, just like Clinton, selling anything that wasn't nailed down that belonged to the taxpayers, not him (including our security.)
