Of the top 15 nations currently receiving foreign aid assistance, six are Muslim nations: Egypt, Afghanistan, Pakistan, Sudan, Jordan and Indonesia.
I don't know what any of that has to do with Jim Webb though.
My point is that the Bush administration makes a distinction between radical Islamic fundamentalism and moderate Islamic states.
