Sorry, for not being clear.
The literacy rate in my new county ( a red state) is near 100%. The ILLITERACY rate in my old rural county of Cecil County Maryland in the 1990s was about 20%. Cecil County had about a 1% immigrant population.
Cecil County, Maryland, schools were a disaster.
