California governor calls for $11 bln prison reform

Gov. Arnold Schwarzenegger on Thursday proposed an $11 billion plan to repair and expand California's troubled prison system.

The Republican governor called for a 78,000-bed expansion of state prison and jail capacity to ease overcrowding, changes in the parole system to reduce the high rate of recidivism, and formation of a commission to propose revisions to California's criminal sentences.

The proposal would be backed partially by $10.6 billion in bonds.

Except for the financing scheme, sounds like a good idea to me. For Financing, we should send the bill to Mexico.

The only way to guarantee continued prosperity is to have safe streets and cities, otherwise, we become a Fresno or Bagdad.

If I were a Californian I'd only go for it if the food were gruel and there was only public TV stations available to watch, and NO body building equipment.

I kind like the idea of penal colonies. Find some South Pacific island and dump 'em there. No guards, no Imams, no TV, no weight room--just a couple cutters armed with machine guns that cut anyone in half trying to get in or out. Let the strong survive--or not. If there are kids, let 'em grow up and recruit them for the Marines when they're 18--Sardaukar style.

It sounds like a perfectly horrible idea to me. I will offer two alternatives:

1. Offer Joe Arpaio whatever it takes to get him to come to CA and take over the entire system. Give him complete authority to make whatever changes he feels are necessary.

2. If (1) is not feasible for any reason, subcontract holding & keeping CA prisoners to Joe Arpaio.

Joe can expand his tent city very rapidly, and at very little cost. If CA contracted to pay him half the current cost of incarcerating criminals in CA, Joe would turn a huge profit and Arizona could reduce their taxes to almost nothing.

Similarly, CA could halve its current prison coasts, and start refunding the excess to the taxpayers.

$11 Billion, my hairy purple @$$.

It was suggested over 30 years ago to use the "Liberty ships" as penal colonies. Anchor the ships 20 miles off shore and they are outside Federal jurisdiction (Court ruling), but still under State or Executive authority.

Put the prisoners there and there will be few that will ever want to return, if released.

For those who die onboard, use the septic system to dispose of the remains as fish food.

Buy Devil's Island from the Frogs. Rehab it and outsource it to someone who knows how to run a prison.

Arnold's public housing plan for illegals. Actually, increase the number of working prisoners (chain gangs), and they could supply all the manual labor the farmers and road crews would need.

Even if we executed everyone wasting away on death row at dawn Friday, it would free up less than 1% of the beds in this proposed expansion.

If we simply deport the Mexican nationals serving time, justice won't have been served and they'll be back here within a week committing the crimes American's won't do. If we could get Mexico to accept them and let them finish their sentences in Mexican jails, you probably couldn't get too many of them to agree to go!

Wonder how much Arnie got from the California Correctional Peace Officers Association? Its lobbying efforts and campaign contributions are considered the most aggressive in Sacramento. Coincidence, I don't think so. He has already bent over for the insurance lobby with workers comp. Arnie is a sellout.

I thought about deporting the Mexican nationals too, but came to same conclusion as you. Better them in jail then right back on American streets in a few days again.

1) start billing mexico for all the illegals in prisons
2) start putting death row inmates to death
3) start having chain gang work....if these pampered criminals had to work...maybe they would not be so inclinded to commit as much crime.
