Well since you want to stick to the "facts", the article does not say the dog was shot outside the fence. That detail is omitted. So right now it is not a "fact".From the article:

Two officers said they ran to the street and that the dog lunged at the second officers, who fired three shots. "To the street" as in "towards, away from the house" not "in the street." You have to cross the plane of the goal line for it to count.
