Where in Turkey? Probably some little outpost of a hospital. This would not have happened in Istanbul. In Istanbul, few women are veiled, most look quite Western. Eastern Turkey is sort of peasantish though.

I think they could take only female patients in private practice in an office, but not in a hospital admitting men.
At a minimum these women had a duty to tell a male doctor of the complaint of the patients.
