Let me guess the van full of weapons was destined for Montenegro? Kosovo is a base of operations i.e. The KLA initiative to destabilize Montenegro, Macedonia and Serbia in an effort to create a greater Albania. NATO and the UN had better understand that Kosovo had better go back to the Serbs which is the better alternative than to give Independence. Independence would be an irresponsible thing to do. With the Serbs there NATO can pull out and put their troops where they are needed. Hope this is an alternative that is on the table....

So, the answer is to break every possible international law and convention regarding state sovereignty and inviolability of existing, internationally recognized borders! A "major new crisis" would be much easier to deal with: allow the Serbian Army back into Kosovo-Metohia.
