My bet is: Most communities have had laws against masked adults in public... and where the ACLU 5th column hasn't caused them to removed they are still on the books.

How long would me or you be able to walk around in public with ski-masks and full length trench-coats before being stopped and questioned if not arrested

Probably the take-down would be by a SWAT team. It would make an interesting "experiment" to have one guy in a Burka and one in a ski mask enter a bank.
It is not really an experiment if the result is already confirmed.
