To: Tolerance Sucks Rocks
It need to be mentioned that one of the advantages of going into a contract with a private entity such as Cintra is that all the risk is transferred to Cintra.

If constuction costs escalate, Cintra has to pay. If the Taxpayer is on the hook and costs rise above what is expected, the taxpayer will pay. I don't think that there is any worry of those costs de-escalating.

The tax payer always pays sooner or later and I haven't seen a toll road yet that wasn't a lie. Now all the paid posters for the toll roads may have at it.
