Anytime they have taken over a country or civilization it descended into a mediaevil abyss-- no more progress. The Mo' mindset can't handle much change, and why would the ones in charge of all the money want any. They debauch themselves quite adequately, repress the peasantry, and wage war on their enemies quite satisfactorily already, whip the minorities around to keep them malleable, and thus can always be seen smiling malevolently. I think you underestimate them. They have a misguided vision of what the world should be. They hate the real world in which they are forced to live, and are trying to remake it into something more tolerable for them. They think their vision is universally correct and those that disagree with that vision are merely too stupid to understand. They are not infants in any sense. They are, cynical, calculating, cold, Godless, malcontents that see the world in human terms void of any soul or spirituality or greater purpose.
