This could actually be a good idea.

You make it illegal to transfer money via other methods and then have the federal gov't handle all international money transfers.....

.... and the appropriate social security & federal taxes could be withheld if the person making the transfer can't prove that those taxes has already been paid.... hmmmm.

oh well, we can dream I suppose.
