The "credits" will be fictional, unverifiable, etc. I bet you'll find the Milken/Enron alumni flocking to carbon credit trades.
Additionally in Europe, like the UK, they have to reduce emissions anyway by closing dirty power plants. So they are going to claim "carbon credits" and get stupid Americans to give them money for something they were already going to do.
It's like a new Stamp Act to bleed dry the colonies.
