Make it mandatory that that bastards MUST suffer with no possibility of a quick and painful death. No sympathy here.
I say call for a volunteer from the victim's family, give him/her a police billy club (aren't they designed to hurt rather than kill?), then put him a private room with the murderer bound and gagged, and then give him/her half an hour to do whatever he/she wants to the criminal.
