Isn't Stockman the one who came up with the "trickle down" phrase?
That goes back to at least the 1948 campaign when truman labled the economic plans of Thomas Dewey as "Trickle Down Economics."
It may go all the way back to the Roosevelt administration's criticism of the Hoover economic policy.
