Which is exactly the point. Shell invest the money, and Russia gets to keep the infrastructure. Now, some time in the near future Russia might ask for a foreign company to come back and manage the site, but if they can manage it themselves Shell just took a huge risk with no return.

But rather obviously, the Import Lobby is resistant to bad news. So...they didn't learn a thing...
