We learned that lesson this week with Russia seizings the Shell's investment capital to the tune of 20 billion.
Which is exactly the point. Shell invest the money, and Russia gets to keep the infrastructure. Now, some time in the near future Russia might ask for a foreign company to come back and manage the site, but if they can manage it themselves Shell just took a huge risk with no return.
