Why on earth did Ed Meese agree with the findings of the ISG?

I'm guessing Baker wrote, or had one of his underlings write, the report, then they took a vote. The appeasers in the Group outnumbered the rest by at least 8/3, maybe 9/2.

They didn't allow a minority report to be appended.

imho, everyone who agreed to serve also had to consent to unanimity. I'll bet a few left the committee rather than agree to those terms. I also believe they are sworn to silence as to the hows of the report.

In other words;
1)if you won't sign on to our end product, get off the committee before we start.
2)if you're going to publically snipe at the final result, we're wasting our time, so zip it.
