My take: the United Way knew when they took this project on that they couldn't give the money directly to the families. IMO, they planned to keep it for their own use. They've been foiled this time by Congress. But I'm not sure if it's a good idea for Congress to be passing laws to cover a specific incident.

They're called Bills of Attainder (laws passed specifically to benefit or harm a single individual). They're specifically prohibited by the Constitution. None of which ever stopped the Congress before. Why let the silly old Constitution get in the way of doing good, and feeling good about it (while snagging a few votes along the way)?
