They will not dare, if they do, 95% chance that it is going to fail either in the House or the Senate, if it passed in both, the President will veto it and the democrats will be defeated in 2008 for both the White House and Congress.

The Dims will cut funding only if they can pin it on Bush for any failure in Iraq. BTW I continue to hear stories from returning soldiers that the higher-ups in this war won't let our finest do what they are trained to do; kill the bad guys.

If the Dems cut troops funding in Iraq, Lieberman will switch to Republicans, and Cheney will be the 51st vote, breaking the tie in the Senate.
So the Dems won't dare to do that.
