I buy the MLB package and even paying the $200 or so I get games blacked out for the Red Sox even though I have NESN and MLB. Has something to do with broadcast rules for Washington DC/Baltimore

That is exactly my point.
The system as in it's current form is regulated WAY out of proportion with it's importance and probably should be left to the providers.
