Sexual abuse still a UN problem

UN Secretary-General Kofi Annan on Monday recommitted the world body to "zero tolerance" of sexual exploitation and abuse by a minority of UN peacekeepers as he opened a high-level conference on the festering issue.

"Acts of sexual exploitation and abuse by both civilian and uniformed UN personnel continue," the outgoing secretary-general told a gathering of more than 100 senior leaders from the world body, NGOs, UN member states, academics and victim advocates.

"There have been crimes such as rape, pedophilia and human trafficking. My message of zero tolerance has still not got through to those who need to hear it -- from managers on the ground, to all our other personnel," he said.

However, he expressed his "tremendous pride in the admirable and upstanding behavior of the vast majority of UN peacekeepers serving around the world."

Annan, who is to step down at the end of the month to be succeeded by South Korea's former foreign minister Ban Ki-moon, said a key problem was the climate that makes it difficult to report and expose such abuses.

"This is unacceptable. We need to create an environment in which people feel able to report abuses without fear of retribution," he added.

Monday's conference at a hotel near UN headquarters in New York came close on the heels of a BBC expose that found allegations of child prostitution and rape involving the UN peacekeeping missions in Haiti and Liberia.

In an interview with the BBC last week, UN Assistant Secretary General for peacekeeping operations Jane Holl Lute conceded that the abuse reported in Haiti "is going on ... and I don't challenge the facts as they were presented."

She insisted, however, that the UN was working to deal with cases of abuse by peacekeepers, telling the broadcaster that the UN had "accepted our responsibility for dealing comprehensively with this."

On Monday, participants at the one-day conference approved a statement in which they reaffirmed their determination to prevent future acts of sexual exploitation and abuse by UN and NGO personnel.

They specifically committed themselves to implementing 10 key goals, including developing organization-specific strategies to deal with the problem, incorporating standards on induction materials and training courses for their personnel and preventing perpetrators of abuse from being "[re-] hired or [re-] deployed."

Other goals include taking appropriate action to "protect persons from retaliation" where allegations of sexual abuse are reported, to investigate allegations "in a timely and professional manner" and to provide "basic emergency assistance to complainants."

Last week, UN spokesman Stephane Dujarric noted that 80 percent of the nearly 100,000 troops serving UN peacekeeping operations around the world could not be disciplined by the UN as they were answerable to troop-contributing countries.

"We are working very hard with troop-contributing countries to make sure people [abusers] who are sent back are disciplined," the spokesman then said.

Last August, the UN mission in the Democratic Republic of Congo [MONUC] faced new allegations of "sexual exploitation of minors" by its peacekeepers.

It cited allegations about the existence of a major prostitution ring involving minors, close to a large concentration of Congolese soldiers and UN troops in South Kivu in the northeast of the country.

MONUC's reputation had already been sullied two years earlier by revelations that peacekeepers were involved in the sexual abuse of 13-year-old girls.

The UN then adopted a "zero tolerance" policy, including a "non-fraternization" rule that bars its peacekeepers from having sex with locals.

In other words, Kofi Annan has totally failed.

This is absolutely amazing. UN officials and peacekeepers can molest children, rape women at will, and enslave women and children for sex. They don't even have to listen to the people who are telling them to stop. And Kofi Anan gets a pass. Now say, for instance, that Americans were doing this in other countries: There would be an uproar the likes of which you have never seen before. Bush would be impeached, American soldiers would be tried and court martialled. Absolutely amazing.

We need to keep in the politicians scummy faces about getting the US out of the UN and getting the UN out of the US. I can hardly believe that that sick, corrupt playpen is still in existence.

Well isn't this just special- Kofi 'do nothing but whine' Anan has 'recommitted' the U.N to a zero tolorance policy which he NEVER enforces- Good news for U.N rapists- phew- and they were worried that Kofi would actually enforce his measures- http://sacredscoop.com

John Bolton was the ONLY person of value who could have prosecuted and targetted corruption, but our U.N coddling democratic party just wouldn't stand for that- not if it meant cleaning up the corruption! Bolton had to go- He was just too effective! http://sacredscoop.com

OK, here is my solution. Recently Schumer and Annan announced that it would cost several BILLION to "renovate" the UN building. I think the number tossed around was 20 billion.

Trump said he could build a brand new, bigger building for a fraction of that ($150 square foot for new vs $1200 to renovate iirc).

So we take the 20 billion figure and split out ten billion. Five billion to Argentina and five billion to England, and the UN buys the Falklands (or Malvinas, this will end the strife there). The remaining ten billion goes into a new UN building on the newly liberated island, long with a better airstrip and really nice living arrangements for the delegates.

We make the island a sovereign country like the Vatican or Andorra, and move the whole operation there.

This will get the grifters out of New York and out of the US, plus, every time they go visit somewhere, they go under a visa/passport system (no diplo immunity under my scheme).

This puts them as temporary visitors subject to local laws and also subject to arrest, trial, deportation (except in the US where they'd sneak in as illegals and get cars).

A good thing for the world and they can continue to do all the good work that they do solving the world's problems.

Nah, just evict them. Seize the land under eminent domain and sell it to the highest bidder. Have Bolton go in and announce this as his last act as ambassador and also inform them that we will no longer participate in this anti-American farce.

As a last resort I agree. But it will look nicer in the history books if we at least try to appear friendly.

Sort of enticing them out.

Plus, they'd howl with rage if we took their playground away (NYC) and they'd look stupid in so doing. We'd counter with beautiful photos of the Malvinas, the sheep, the artist's renderings of the lovely building, the sheep, lists of the amenities and communications gear and the sheep.

We could even offer a fleet of airplanes so they wouldn't have to fly commercial. A bunch of blue DeHavilands or DC3,s, and sheep.

We always hear about the allegations, but never the indictments or convictions. I've never heard even once, of Kofi announcing that the perps have been caught, tried, found guilty, and imprisoned.

Weak, worthless, putrid scarecrow.

,,, a track record like this from an organization that wants to set standards for and control the internet? If it's not shady deals with big corporations, it's child abuse. How can a socialist policy setter like the UN be continually funded by the US when you see how they vote against it with such regularity. Altruism is costing a lot to keep and it's yet to be displayed.
