This ISG report is an underwhelming piece of ambiguous double speak.

Because they think they are in charge now, the dems
recognize they are now accountable for the outcome of
this war. Should things go wrong, they will be blamed.
Should Bush be proved correct, they can say they agreed
with him. This report is riddled with rhetorical non
commitment.
