What is the origin of that term 'surrender monkeys'?

A few years ago Dennis Miller on the Tonite Show refered to the French as 'Cheese Eating Surrender Monkeys". It's become a popular phrase since.

It's from a Simpsons' episode.

The teachers in Springfield Elementary School go on strike, and the local townspeople fill in as substitute teachers. Groundskeeper Willie, the Scottish janitor, is filling in as a substitute for Lisa's French class.

He starts out the class by saying (in his Scottish accent),

"Bonjour, ya cheese eating surrender monkeys!"

"Cheese eating surrender monkeys" was coined by Willie the groundskeeper on The Simpsons.
