A few years ago Dennis Miller on the Tonite Show refered to the French as 'Cheese Eating Surrender Monkeys". It's become a popular phrase since.

It's from a Simpsons' episode.
The teachers in Springfield Elementary School go on strike, and the local townspeople fill in as substitute teachers. Groundskeeper Willie, the Scottish janitor, is filling in as a substitute for Lisa's French class.
He starts out the class by saying (in his Scottish accent),
"Bonjour, ya cheese eating surrender monkeys!"
