I was thinking the TDU myself.
Just like Michael Walker (son of spy John Walker) got 25 years, but served only 15 (he's out on probation for the remaining 10 years). He had bags full of classified messages stored in one of the ship's (USS Nimitz) fanrooms, ready to pass on.
