Oh, I don't know. Liberating 50 million people from tyranny seems to me to be at least a modest accomplishment.
It qualifies as a modest accomplishment, but only a modest one. To be major, it would have to stick, and the chances of that are much less than they could have been because Bush has screwed up the occupation.
