Those are the generals who won the major operations war and will win the war against the terrorist insurgency represented by Iran, Syria, Al Qaeda and the Iraqi factions they use. It is the generals and the troops who win the wars, of course with the leadership of the one and only Commander in Chief; the President, not the secretary of defense nor the politicians, nor the judges, nor the media, and nor the armed chair generals.

yes, phase 1 of the war was fine.
phase 2, the post-saddam phase - has not succeeded. it hasn't failed, but it hasn't succeeded. it has left us in this "limbo" state we've seen for the last 1+ years.
Bush needs to read this memo. there are some solid ideas here, and they represent an approach that is different from the surrender of the Baker plan, and the stalemate and political implosion of "stay the course".
