A couple questions: Who is to blame for the distrust of Muslims? Why do many people think it's sarcastic to call Islam the "religion of peace?"

Exactly. I knew a few Muslims before September 11, but I never felt any need to distrust them then. Now, one must be cautious, especially considering the plans that some Muslims have underway. The tatoo and other stuff are over the top, but the government should definitely be keeping an eye on some.
