Bureau of Consular Affairs issued the following Warden Message on December 4:

The Centers for Disease Control posted the following question and answer notice regarding Polonium-210 involved in recent events in the United Kingdom to its "Travelers' Health" website (www.cdc.gov/travel) on November 30:

Information Regarding Polonium-210 Involved in Recent Events in the United Kingdom

Recent events in the United Kingdom have brought attention to the radioactive material Polonium-210 (Po-210) as a possible public health concern. The U.K. Health Protection Agency has information about Po-210 and this event on their Web site: (www.hpa.org.uk/polonium/default.htm). Additional information on this topic can be found on the U.K. National Health Service site (www.nhsdirect.nhs.uk/articles/article.aspx?articleId=2086).

The Centers for Disease Control and Prevention (CDC) developed the following basic questions and responses about this topic.


What is Polonium 210?

Po-210 is a radioactive material that occurs naturally at very low concentrations in the environment; although it can be produced in university or government nuclear reactors, it requires expertise to do so. The exposures to this radionuclide in London represent a very rare event. Po-210 emits alpha particles, which carry high amounts of energy that can damage or destroy genetic material in cells inside the body. Po-210 is a particularly energetic radionuclide, giving off 5,000 times more alpha particles than does the same amount of radium. Po-210 is used in some industrial applications such as static eliminators, which are devices designed to eliminate static electricity in processes such as paper rolling, manufacturing sheet plastics, and spinning synthetic fibers.


Is Po-210 harmful to humans?

Po-210 is a radiation hazard only if it is taken into the body through breathing or eating or by entering a wound. This "internal contamination" can cause irradiation of internal organs, which can result in serious medical symptoms or death. Po-210 is not an external hazard to the body; neither polonium nor its radiation will penetrate intact skin or membranes. Most external traces of it can be removed through careful washing. Are other people at risk if they come into close contact with a contaminated person?

People will not be exposed to radiation (irradiated) simply by being near a person who is internally contaminated with Po-210. Health care workers who are providing care for a contaminated patient will not be exposed to Po-210 unless they inhale or ingest contaminated bodily fluids. Normal hygiene practices in hospitals for microbial contamination will be sufficient to protect workers from radiological contamination. Statkowski is a councilman in Cherry Tree Borough in Indiana County. He is proposing – and borough council is considering – an ordinance recommending that households in Cherry Tree have at least one firearm with ammunition for self-defense purposes.

But, Statkowski said, this is not only a message for residents urging them to take precautions.

29.11.06 0140 LT in position 04:41N – 098:42E, Malacca Straits - Bulk carrier underway had to take evasive action to prevent boarding of pirates in a small high powered craft at port beam. The crew activated fire hoses. Boarding averted.

28.11.06 1900 UTC: Kuala Bintulu Anchorage, Malaysia – General cargo ship was boarded by robbers armed with pistols, knives and crowbars. The forecastle store was broken into and ships stores stolen. The robbers jumped into the water when the ship raised the alarm. Port control was informed.

28.11.06 2030 LT, in position 12:25N – 044:25E Gulf of Aden – Bulk carrier underway was approached by an unlit vessel which suddenly increased speed as it approached the vessel. Boarding was successfully prevented by prompt evasive action taken by the vessel including sounding of the alarm mustering the crew and activating fire hoses.

22.11.06 0150 UTC: Off Port Harcourt, Nigeria – 10 robbers armed with guns boarded an offshore processing ship. They kidnapped seven workers and left the ship. Ship reported to Nigerian authorities and they intercepted the pirate boat. The Nigerian authorities engaged in a shoot-out with the robbers. They rescued five hostages. One hostage was killed and the other one was injured.

"Cops Say Man Stole Ammo at O'Hare"

ARTICLE SNIPPET: "Police investigating a string of guns missing from luggage at O'Hare Airport have arrested a man for allegedly stealing a bag containing ammunition.

Thomas Goodman, 52, of Chicago, was charged with misdemeanor theft after plainclothes officers saw him steal the bag from a United Airlines carousel on Thanksgiving Day, said Michael Patton, the Chicago Police commander at O'Hare. Police have not tied Goodman to a string of at least 10 guns stolen from luggage since Jan. 2, Patton said.

The bag belonged to a woman transporting the ammunition legally, Patton said. The woman also had a bag containing a gun, but Goodman did not take it, Patton said.

Police do not know how Goodman singled out the bag containing the ammunition, Patton said.

Airport worker Gerald Trebicki, 25, of Chicago, also was snared in police surveillance launched earlier this year because of the gun thefts. He was arrested Nov. 20 for allegedly stealing cases of beer and soda shipped on American Airlines, Patton said.

Both Goodman and Trebicki were charged with misdemeanor theft.

Patton said the gun-theft investigation is continuing, and no arrests have been made in connection with the missing weapons."

ARTICLE SNIPPET: "A warrant for Pacheco's arrest was issued Friday, and police are working with local and federal authorities in Pennsylvania and New Jersey to find him.

Pacheco works as a screener for the Transportation Security Administration at Newark Liberty International Airport. TSA spokeswoman Amy Kudwa said the agency was aware of the armed robbery and had taken disciplinary action against Pacheco.

"He's been placed on indefinite suspension without pay," Kudwa said."

ARTICLE SNIPPET: "At that point, McBride reportedly told officers that he was not required to comply with the screening and produced a leather case with a bold badge bearing the image of the "Great Seal of the United States" with the inscription "ambassador/diplomat."

Airport officers say McBride also produced an ID card bearing the U.S. seal, a photo of McBride and designating him as "Ambassador Jon Telford McBride." When asked to produce a driver's license, McBride instead produced a valid Utah concealed weapons permit.

A background check revealed that McBride was not employed by the U.S. Department of State but was allowed to move on to his flight after consenting to a search. An officer confiscated the identification."

Iraqi Troops Respond to Explosion Near Baghdad, Capture Insurgents

WASHINGTON, Dec. 5, 2006 – Iraqi soldiers responded to a vehicle bomb explosion near Baghdad earlier today, and Iraqi and coalition troops have detained several suspects and found numerous weapons caches over the past few days.
Iraqi soldiers responded to a detonated vehicle bomb in the Mahmudiyah district south of Baghdad at 8:15 a.m. today. Upon arrival, soldiers from the 2nd Battalion, 4th Brigade, 6th Iraqi Army Division, blocked off the street and requested an explosive ordnance team to clear the area.

While clearing the area, the team from 2nd Battalion, 15th Field Artillery Regiment of 2nd Brigade, 10th Mountain Division, found another car bomb. The bomb was destroyed at 11:25 a.m. in a controlled detonation, and the area was cleared. One Iraqi civilian security guard was injured in the initial explosion.

A day earlier, coalition forces captured six suspects during a raid in the Adhamiyah district of Baghdad. One of the suspects captured is believed to be an insurgent with ties to the al Qaeda in Iraq terrorist network. He is a local tribal leader believed to have ordered attacks against Iraqi civilians and coalition forces.

Also yesterday, special Iraqi army forces with coalition advisors captured two suspected insurgents believed to be responsible for improvised-explosive-device and car-bomb attacks against coalition forces during a raid in the Jihad neighborhood of southern Baghdad.

Officials believe the insurgents belong to a terrorist cell implicated in an attack on coalition forces in Mosul that resulted in the deaths of several coalition soldiers. The cell is suspected of weapons trafficking throughout the Jihad area and Baghdad.

Minimal damage occurred at the objective or surrounding area in either of these operations yesterday. There were no casualties among Iraqi civilians, Iraqi forces or coalition forces.

Elsewhere, soldiers from the 2nd Brigade, 6th Iraqi Army Division, responded to a suspected rocket attack in the Rusafa neighborhood of central Baghdad around 8:55 a.m. on Dec. 3. Two rounds impacted the building next to a local detainee facility. Two Iraqi army soldiers were wounded in the incident. One died of wounds en route to a hospital.

In a separate rocket attack in the same neighborhood, an unknown number of rockets hit the Algharbuha intermediate school at 11 a.m. the same day, wounding five Iraqi school children and two teachers.

Multinational Division Baghdad soldiers responded to an explosion in the Kadamiyah neighborhood of Baghdad while conducting combat operations around 3:20 pm. Dec. 3.
Upon further investigation, a platoon-sized element from Company A, 1st Battalion, 23rd Infantry Regiment of 2nd Brigade, 1st Infantry Division, discovered that the dome of the Nida’al Dallah Mosque was partially collapsed.

The troops found no injured local nationals or insurgents in the area.

In other news, a 5-year-old Iraqi girl was shot during an attack on coalition forces and Iraqi National Police in the Doura district Dec. 3 and later died of her wounds.

U.S. Army medics took the girl was taken to a military hospital in the International Zone. The 1st Cavalry Division's 2nd Brigade Combat Team surgeon, Army Maj. Bruce Rivers, said medics treated her on the scene and then transported her to the combat surgical hospital. Rivers said the girl received treatment but died from the wound.
