As the CinC, the President has the authority constitutionally without any congressional act to define our enemies.
Anyone thinking to take this from him is insane so far as security is concerned. They are also insane constitutionally....

As the CinC, the President has the authority constitutionally without any congressional act to define our enemies. Not really. Congress has the inherent power to declare a state of war and regulate the military - NOT the President. The president's war-making powers are more emergency in nature; anything beyond that is generally delegated from Congress.
