The law he is referring to is the Americans With Disabilities act that was yet another of Bush the Elder's more grotesque mistakes.
This POS has been the cause of almost as much abuse by twisting its meaning as the interstate commerce clause.

§ 794 Nondiscrimination under Federal grants and programs
(a) Promulgation of rules and regulations
No otherwise qualified individual with a disability in the United States, as defined in section 705 (20) of this title, shall, solely by reason of her or his disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any **program or activity** receiving Federal financial assistance or under any program or activity conducted by any Executive agency or by the United States Postal Service.
** The design, production and issuance of currency is apparently considered to be a “program or activity”.

The Americans with Disabilities Act, of course. Altering our currency to accommodate blind folks is a "reasonable accommodation."
I'm kinda happy the ADA came back to bite the Fed on the butt. I won't be happy about paying for it, though.
