I thought that too until I saw that she had freezer burns. That's got to take longer than 40 seconds...I think, I have actually never put my children in a freezer to find out.
I don't think it would take a very long time to give a feverish baby freezer burns if you placed her bare sweaty skin on the frozen blocks of meat in a freezer. She would probably stick to it in an instant and the damage would begin from the first couple of seconds.
