"I hope ol' Shump is enjoying Somalia. What do you bet he starts dreaming of home real soon?"

- There is a young Somalian woman immigrant who works in a senior citizens home where my mother lives. She is a very kind, cheerful soul who disputes the idea that there is any "trouble" back home. When I pointed out that, from what I'd read, the country seemed to be operating without a strong central government and effective laws, she protested strongly saying, in effect, Somalia don't need no stinkin' laws.
She argued that each area of the country, and by that she seemed to mean areas where certain tribes or ethnic groups dominated, they set their own laws, sort of by generally agreed standards of acceptable behavior of the local inhabitants. Anyone who violated these generally agreed customs were dealt with by the locals, presumably by councils (or maybe even mob justice). She said this seemed to work just fine - things in her area were always peaceful and safe, and everybody got along just fine.
I didn't ask what would be the result if she decided to move to another area of the country where her tribe was in the minority.
Her views on these matters do point out however, how people from backward countries govern themselves internally, how the concept of western government and laws is foreign to them and what accommodations they make to live safely - as long as they stay within their own areas of tribal dominance.
For me, I am more concerned that such people migrate to western countries such as ours, and while they are quick to adopt and adapt to many of our ways, they still carry with them no concept of democracy when it comes to justice and government and, even worse, they are allowed to vote here.
They can be unintentionally scary people.

Not all these areas are operating without a government. I met someone (also in the Seattle area) who said she was from "Somaliland". When I asked if that was the same as Somalia, she said no, they had split off from Somalia and formed an independent country. Apparently it is not yet recognized by any other countries yet.
