The issue of concern at the moment is not so much the numbers of Iraqi police and soldiers, it is not even so much their effectiveness; rather it is whether or not they are taking sectarian sides in the perceived Shia-Sunni melee, as opposed to going after the perps on an even handed basis as and when presented to them.

That is a big concern. It certainly would put a halt to the plan. If you have any reports of such a thing happening, please add it.

Well, there was a report of Shia policemen serving as mere bystanders, doing nothing, while some Sunnis were being doused with gasoline, and then put to the torch as human pyres. The government has twarted US troops going after perps in Sadr City. From what I can tell, US relations with the Iraqi government are deteriorating rapidly, and I think this issue is the primary reason.
