In states with few blacks, the black rate may be as low as 40%, especially in states where most of the blacks are military (North Dakota, Alaska, Montana, etc). The census also breaks down by type of "hispanic" (cubans much lower than Puerto Ricans), and "Asians" (Chinese and Japanese the lowet rates). Also by age by ethnicity, etc
