Blaine is a unique town, it's the far northwest corner of the country, where the frontier mentality still persists. The drug problem at the school is so bad, that it includes the the teachers and the administration. A man that used to work with my husband, once stood up at a PTA meeting and told everyone that they weren't going to solve the drug problem with the kids as long as the teachers and the parents were using drugs.
He had attended parties where the teachers and parents did drugs together.
Ah, small towns! I've been in a similar place before....
