A little-known provision in the U.S. Constitution gives the House the final decision on who sits in its chamber.

U.S. Constitution:

Section 2

"When vacancies happen in the Representation from any state, the executive authority thereof shall issue writs of election to fill such vacancies."

If the election can't be decided by vote, then the House can fill the seat.
