"I don't understand something. Term limits are constitutional for Governors and the President, but not for state legislatures and Congress?"

The rules for governors and state legislative bodies are controlled by the constitutions of the individual states.

Presidential term limits were established by the 22nd Amendment to the US Constitution -- but no amendment covering Congress has ever been passed.

That's what I figured, and when they tried to vote it in, it got overturned, right? So now we have to work on the "cleanest Congress ever" to pass a Amendment. /s
