A more humane fence than the Israeli fence? Terrorists attacking Saudi Arabia? Huh?
Al-Qaeda indeed targets the Saudi Royals for (at least officially) "supporting" the USA, but I think the fence was built for the opposite reason: to keep Wahabbi Terrorists IN Saudi Arabia, to prevent them going TO Iraq. I would imagine that Iraq, Jordan and the USA pressured Saudi Arabia to do this. About time to fence the border to Syria, too.
