Hazelton, PA, which has a very tough law similar to this, has folks wishing to rent apply for a "renter's permit." This moves the responsibility off the landlord. Makes sense to me.

Until earlier this year, I rented an apartment not too far from Farmers Branch. I had to provide my drivers licenses (they took a xerox), my SSN, references, job history, residence history, ran my credit history, and demanded a CHECK (not cash) from a local bank for a deposit before I got the keys.
Wow, maybe I should start claiming racism because I had to do all that paperwork.
