At that point, Snow pulled out a document, but reporters initially didn't know what it was.They're no doubt still mocking Snow for pulling out some old relic in a press conference, instead of the New York Times, for answers on how our government should run.

actually, Snow is right. The Constitution is useless here except to allow the Senate to make up it's own rules.

Technical majority means committee chairmanships, which can control what legislation even gets to the floor to be voted on. Also, the majority gets their choice of offices, so every time there's a change everybody moves.
