Good job moving the goalposts there, so you admit there is no such congressional prohibition and to propose there are 67 Senators who would concur is a rather absurd proposition.

In short if the (D)s make a big fuss and threaten starve our troops out of Iraq they will lose both wings of congress as that is clearly not the will of the people.
