It definitely has something to do with quotation marks.
When I use these " " everything is fine.
When I copy & paste from Microsoft office, the weird symbols come up.
It started on election night. Must be a Bush/Rove/NOW conspiracy.

I have been seeing that stuff on some of my genealogy forums for quite some time. It is annoying because it takes the place of the poster and who they are posting about. Sometimes, the whole line is like that. Makes no sense.
