Is there much threat to the public when the weapons "are stored in the Washington County militia's concrete and steel vault"?

That point will be at issue in court, no doubt.
There is no doubt of course, that a 'well regulated' militia can keep arms; -- or there should be no doubt.

You never know tho in FReeperland, as many of our loudest mouths claim that fed, state or local governments can prohibit any arms they choose.

The right to keep and bear arms is protected so that a well-regulated militia can exist. But the right protected belongs not any militia, but to the people. Of course the militia are the people, wearing their military hat, just as the Posse is the people wearing their police hat.

They can. It may not be right. It may not be legal. It may not even be Constitutional but they can.

They can because they are the power and power can do as it please. They control the enforcement system including the courts.

It may not be right. it seldom is but power is power. And they will go to whatever lenghts they have to in order to keep that power.

That they arrested the man shows that they could. They could have arrested a terrorists, gang bangers, or drug dealers but they chose not to. The armed criminal is not a threat to their power but a law abiding citizen of good character is. This is who they will persue.
