Uh, no. I am well aware of the statement. The US ambassador to Iraq made a similarly poorly worded statement to Iraq prior to the first Gulf War. In both cases, the statements could have been ignored. Instead, both North Korea and Iraq instigated hostilities by invading another country. THEY started the wars.
