IIRC, one of the times Bush tried to pass the shamesty, the Dims stopped him. The Dims claim was that he wasn't addressing all the OTMs. Bush wants it for Mexicans only. Wasn't the "Comprehensive" plan for Mexicans only?

I don't recall that. Certainly Bush's guest worker program appears to be meant for Mexicans. The Dems have been smart enough to put a Rep label on comprehensive immigration reform despite the fact that the overwhelming Rep members of Congress [House and Senate] are against it. It is really a Dem/WH initiative.

I'll try to find an article describing what I think was the first attempt at amnesty by Bush.

I did find an article prior to 9/11 that is interesting. This article was dated 08/2001. Bush has been pushing this for years even after Mexico slapped him in the face regarding 9/11.
