I agree (well sort of).
Newt was a genius political strategist and organizer; it was as Majority Leader that some of his shortcomings were revealed. Newt was also a supremely gifted parliamentarian as many times he cobbled together ad hoc coalitions to push through key legislation.
The Contract with America was superbly well-crafted bit of political advertising. It neatly encapsulated a somewhat complex reform program.
The most disappointing thing about the most recent Congress was their colossal ineptitude in supporting some the President's key initiatives such as Social Security Reform. None of our current leaders had any clue about pushing through key legislation. It is not clear when there will be another chance to do this.
