The Chief Police Officers Exonerated by Garzón Will Be Judged for Forgery, False Testimony and Cover-up.
Judge Gemma Gallego sees evidence of falseness in report, false testimony and cover-up in the manipulation of a report on ETA and 3/11 carried out by the leadership of the Scientific Police. The Judge of the Investigating Court number 35 has passed today [Friday] an order changing into abbreviate procedure [her investigation] against Miguel Ángel Santano, chief officer of the Scientific Police; his deputy, Pedro Mélida; the chief of the Analytic Unit, José Andradas, and the chief of the laboratory, Francisco Ramírez, all for forgery and false testimony. In addition, Santano is indicted for cover-up. The Criminal Code dictates sentences of up to three years in prison, penalties and expulsion from the corps for those offences. (Libertad Digital) The order of Judge Gallego describes, as facts, among others, that the three forensic experts of the Scientific Police , López, Escribano and Manrique, wrote a report on the existence of boric acid in the apartment of Hassan el Haski, indicted in the Judicial Summary 20/04, in relation to the 3/11 attacks.
It is also stated by the Judge, that the superiors of the three forensic experts –Ramírez, Mélida and Santano- “considered inconvenient that they affirmed” the remarks on the boric acid as a possible link between ETA and the 3/11 plot.
One of the indicted, Ramírez, “requested the forensic experts to supress it. As they did not want to do so”, says the Judge, “Ramírez, with permission of the rest of the indicted police officers, all informed on the matter, altered the [report] wrote by the forensic experts, so, that it stated no such remarks; altered the purpose of the report, asked by the corresponding Police precinct, substituting what was asked for “Analysis of Samples”, deleted that the forensic experts 9, 11 and 155 were in charge of the report, assuming himself the reception of samples and the practise of the analytical techniques, deleting the mention of the forensic experts as authors of the report, as well as three techniques that they had carried out, suppressing all the observations on the report”.
According to the facts stated by Judge Gallego, “once signed, the Chief of the Central Analysis Unit, José Andradas, also indicted in this case, send the Ramírez’s report to the petitioner, which remitted it to the Central Court Number 6, being included in the Judicial Summary”.
In the order issued this Friday, the Judge of the Investigating Court number 35 in Madrid communicates the change into an abbreviate procedure, the case of the forgery of a report on ETA and 3/11. In addition, the Judge widens the indictment against the Scientific Police top officer, Miguel Ángel Santano. To the alleged offence of falseness in report, now is added cover-up. This chief police officer appeared in Cuatro [pro-Socialist TV Channel] with Gabilondo [its news anchor] wearing uniform and acknowledging that he gave the order to forge the report. Judge Gemma Gallego reiterates that, as far as she is concerned, the charges against the three forensic experts are dropped, while their commanders remain indicted: the chief officer of the Scientific Police, Miguel Ángel Santano, his deputy, Pedro Luis Mélida, the chief of the Analysis Unit of the Scientific Police, José Andradas and the chief of the section, Francisco Ramírez, direct commander of the three forensic experts. All four have already given testimony as indicted persons before the Judge, following a denounce by the Association of Victims of 3/11.

The significance of these indictments reaches far beyond those four chief police officers, because we, citizens investigating 3/11, already know that just after the attacks capital reports were concealed and important fabricated evidence was planted instead: a fake bomb and a Skoda car, among others. All these decoys whose purpose was clearly to direct the investigation and the public opinion towards Islamists, had to be set by people very close or within the Spanish Security Forces. Some of them have already been identified, others are under suspicion. Overall, the secrets of the post-3/11, as we know it, have been broken. The smoke screen is gone, though the mass media prefers not to face the truth.
This leaves us with the important task of solving the facts regarding the preparations of 3/11 (pre-3/11) and 3/11 attack itself. We know that there were no Islamists involved in the attack, because there were no suicides in the trains, (a problem solved three weeks later). Two possibilities arise: the bad one: ETA, the worse: secret services or alike.
The rate at which we will be able to bring light into all this mess depends very much on the unwillingness of officers of the Spanish Security Corps to remain in silence. Maybe some colleagues convicted help them to decide.
